This just handed to me...
California Governor Arnold Schwarzenneggar informed citizens last month that he had to slash school budgets by almost five billion dollars, otherwise the State budget would not be balanced. "I by law," the acting Governor declared in his standard unbalanced language, "have to balance the books."
There is a lot of anger out West over all this, especially from teachers and students. This we expect, because they get the brunt of the reality of cuts—bad resources for teaching, bad education from schools. There is also the political element, where Arnold is pursuing his mission of destroying representative government in favor of single-authority rule. This, of course, is not Arnold's thing alone; it's a part of the Republican agenda since 1980, at least. On this issue, silly Arnold is in lockstep with the historical agents of national destruction.
But I propose a different, simpler answer. It explains the political view and the official view. It is the fundamental nature of Governor Schwarzenneggar's icy focus on children as the cause and end of California'a budget crisis.
